History

On 7th May 1947 a meeting was held at Hull Golf Club, attended by two representatives from Driffield, Brough, Beverley, Springhead Park, Sutton, Hornsea, Withernsea and Hessle Golf Clubs together with the Captain. Chairman and members of the Board of Hull Golf Club  unanimously decided to form an East Riding Union of Golf Clubs open to all golf clubs in the East Riding. Apologies were received from Scarborough North and South Cliff, Filey, Bridlington and Ganton but full support was promised. Mr. A. R. Alvin, secretary of the Leeds and District Union, also attended and outlined the aims of the Leeds Union. Subsequently the rules of the East Riding Union gave the principle objects of the Union as:

  • To assist in promoting golf in the district and maintain the ancient traditions of the game.
  • To organise and promote competitive golf.
  • To promote friendly relationships among the Clubs of the Union and opportunities to discuss matters of common interest.
  • To ensure adequate representation in the Yorkshire Union.
  • To encourage the development of promising players in the District and to see that all the leading players are considered for County and representative matches.
  • To promote the interests of all Clubs in the Union in every way possible, including the exchange of advice on all problems connected with the successful running of a golf club.

At the meeting it was decided that an Individual Championship of the East Riding be organised, inter-distinct matches arranged and other competitions within the Riding be provided for. The representatives were asked to contact their respective clubs for confirmation and a yearly subscription of £2, 2s, 0d was tentatively fixed. It was agreed that Beverley was a good centre and it was hoped that the Beverley Arms Hotel would agree to hold the meetings. Mr. T. R. Leak of Hull Golf Club was appointed President and Mr W. V. Sinclair also of Hull Golf Club was appointed Honorary Secretary and Treasurer.

At the first AGM it was reported that the activities of the Union had been supported by the member clubs though the first Annual Dinner held in 1948 had shown a deficiency of £8, 8s, 6d.

The Union had continued to function with all its competitions being held in the summer months, April to September, leaving the winter period to the Hull & District Golfing Association, the East Riding Alliance and Scarborough & District Alliance. Nowadays it organises the following individual Championships:

  • Open
  • Amateur
  • Senior
  • Junior
  • Matchplay

The Union also organises inter district matches with the other seven Unions in Yorkshire, a Scratch League, Junior Inter district matches, Junior Coaching and Members’ Meetings, as well as holding an Annual Dinner in March each year.

The East Riding Union now has 24 affiliated Clubs. The efforts of the Union are at the moment specifically aimed at the male golfers of the area including Juniors. Presently there are in the region of 10,000 such members of the constituent clubs. The Union exists to further the interests of all golfers in the area and as such are sensitive to the ever changing scene and demands of the present day whilst trying to uphold the best traditions of a game we all love and enjoy.

Each club in the Union has at least one representative who has the responsibility of, not only keeping the Executive informed and aware of current issues and feelings within the Clubs, but also responsible for keeping the Members at each Club informed about Union events.

Name

1. The Union shall be called the East Riding Union of Golf Clubs.

Objects

2. The principal objects of the Union are to further the interests of amateur golf within the district of the Union, to organise and promote championships, team matches and other competitive golf at both senior and junior levels, to encourage co-operation between the Clubs in the Union and to support the Yorkshire Union of Golf Clubs.

Membership

3. The Union shall consist of recognised Golf Clubs, which are affiliated to the Yorkshire Union of Golf Clubs and situate within or near to the East Riding of Yorkshire. Election of a Club to the Union shall be decided by the Executive Committee, following written application to the Secretary.

4. All subscriptions shall become due on the first day of January each year. No Club or its members, whose subscriptions are in arrears, shall be entitled to take part in any Union event. Subscriptions shall be determined annually by the Executive Committee and reported to the Annual Meeting.

5. Individual members of Clubs within the Union are Associate Members of the Union and shall be entitled to participate in any golfing events or other functions arranged for Associate Members, subject to any terms or conditions for entry to such competitions.

Governance

6. The governing body of the Union shall be the Council, which shall hold an Annual Meeting during the month of April at a venue specified in the notice convening the meeting and shall consist of a maximum of two appointed representatives of each Club of the Union present at the meeting but other members of member clubs may attend but not vote. If for reasons beyond the control of the Union, the Council is unable to hold its Annual Meeting at a specified venue during the month of April, the Executive Committee shall have the authority to direct that the requirement to hold an Annual Meeting will be satisfied by some other means, provided that all other regulations in respect of the Annual Meeting are met and the Council shall then consist of an official of each Club of the Union.

7. Not less than twenty-one days’ notice, in writing or by electronic means, of the Annual Meeting shall be given to each Club in the Union. The Annual Meeting shall be held for the purpose of receiving the report of the Executive Committee, approving the duly audited financial statements for the year ending on the preceding 31st day of December, electing the Officers of the Union (other than the Immediate Past President), members of the Executive Committee and the Honorary Auditor and transacting such other general business of the Union of which not less than twenty-one days’ notice, in writing or by electronic means, has been given by any Club in the Union to the Secretary.

8. The Secretary shall, in the notice convening the Annual Meeting, request the Clubs in the Union to submit nominations for election to the Executive Committee, such nominations to be in the possession of the Secretary not later than forty-eight hours before the commencement of such Meeting/.

9. An Extraordinary Meeting of the Council may be requisitioned by the President and the Secretary or, by notice in writing or by electronic means, given by not less than two Clubs in the Union and shall be convened by the Secretary giving not less than twenty-one days’ notice, in writing or by electronic means, to each of the Clubs in the Union within twenty one days after receipt of such requisition. Only business of which notice has been given shall be considered at such Meeting.

10. No Rule or Regulation of the Union shall be made, repealed or altered, except by a majority of two-thirds of the representatives present at any meeting of the Council and not less than twenty-one days’ notice, in writing or by electronic means, of the proposed repeal or alteration shall be given by the Secretary to each Club in the Union. Upon consideration of any such proposals the Council may approve them with or without modification.

Officers

11. The Officers of the Union shall be a President, a President-Elect, a Deputy President-Elect, the Immediate Past President, a Secretary and a Treasurer.

12. The President, the President-Elect and the Deputy President-Elect shall be nominated by the past Presidents of the Union and the Secretary and the Treasurer shall be nominted by the Executive Committee, all for election at the Annual Meeting or, if required, at an Extraordinary Meeting.

Executive Committee

13. The Executive Committee shall consist of

(1) the Officers of the Union,

(2) those persons elected by the Council at the Annual Meeting to a specific role within the Union, which is designated as an Executive Committee role,

(3) such Vice Presidents for life as have been nominated by the Executive Committee for sevices to the Union and to the game of golf and

(4) six elected members, of whom one third shall retire annually, who shall be elected by ballot at the Annual Meeting. Each representative voting for such elected members shall give one vote only to a candidate but must vote for as many candidates as there are vacancies and voting papers not fulfilling these conditions shall be void. Members so elected to the Executive Committee shall hold office for three years, unless removed by meeting of the Council and shall be eligible for re-election immediately thereafter. In the event of a vacancy occurring in its membership, the Executive Committee shall have the power to fill such vacancy by appointing for the unexpired portion of the year, such person as they think fit and that person shall immediately be eligible for election to the Executive Committee at the next Annual Meeting.

14. For the Executive Committee to be quorate, a minimum of seven members shall be present. Resolutions may only be considered if the Meeting is quorate.

15. The Executive Committee shall organise at least one meeting per annum when Clubs or their members should be invited to submit issues for debate or consideration.

16. The Executive Committee shall have power to appoint and determine the composition, terms of reference and delegated powers of such sub-committees as it shall consider appropriate and in particular and without prejudice to the generality of the foregoing, to appoint and delegate disciplinary powers to a Disciplinary Sub-committee, such powers to be exercised in accordance with the terms and conditions for the conduct of disciplinary sub-committees, from time to time, issued by England Golf.

17. The Executive Committee shall ensure that these Rules and Regulations and the conditions governing the golfing events run by the Union are complied with and shall have the powers conferred upon it by the Council and the power to administer and control the affairs of the Union, including its finances and its golfing functions.

Union Ties & Badges

18. All past and present Officers, members of the Executive Committee and the current or any past Amateur Champion shall be entitled to wear the Union tie and the Union blazer. Any player who has represented the Union in six matches or championships shall be entitled to wear the Union tie and any player who has represented the Union in twelve matches or championships shall be entitled to wear the Union blazer. The Executive Committee may present Union ties and Union blazers to eligible persons as it considers appropriate.

GENERAL RULES GOVERNING ALL UNION COMPETITIONS

Below are the General Rules governing all Union competitions (hereafter referred to as “events”), except where otherwise provided for in the Specific Rules of an event, which can be found under the relevant event.

1. Rules of Play

All events shall be played in accordance with the Rules of Golf as approved by R&A Rules Limited and the bylaws and any local rules of any host Club upon whose course any event is played, so far as they are approved by the Executive Committee.

2. Eligibility for Events

For players to participate in events, except where otherwise provided, a player must:

(i) Be of amateur status as defined by R&A Rules Limited

(ii) Be a member of a Club affiliated to the Union and must not have represented any other District Union of Yorkshire or any County Union other than the Yorkshire Union in the year of the event.

(iii) Conform to the Handicap Index and age limits, which are included in the Specific Rules for events.

A player may not represent more than one Club in any specific event but otherwise may represent more than one Club in different events during the season.

3. Eligibility to Win Prizes

To be eligible to win a trophy or a prize in an event off handicap, a player, or each player in a team event, must have submitted a minimum of six (6) fully completed competition score cards for WHS handicap purposes. These submissions must have been played during the preceding 12 months of the day of the competition.”

4. Fees and Entries

Entries for team championships, leagues and the Millennium Trophy should be made by the member Club. Entries for individual championships and Members’ Meetings may be made by the Club or by the individuals themselves.

All entries must be on entry forms provided by the Union or by such other means that the Executive Committee may from time to time specify. All entry fees should be paid to the Union at the time of entry and before the closing date.Any necessary refunds will be made to the Club or individual who submitted the relevant entry as soon as is practicable.

All entries shall be subject to the approval of the Executive Committee, which reserves the right to refuse any entry.

5. Starting Times

Times of the official draw for all championships and other competitions will be circulated to all Clubs. It is the player’s responsibility to determine his starting time.

6. Format and Completion of Events

In order to facilitate the staging of a championship, the Executive Committee may vary the format of an event by playing the first and second rounds on different dates and / or at different venues and / or setting a cut on the number of players progressing from the first to the second round.

If it becomes impossible to complete an event in accordance with the Specific Rules thereof because of adverse weather conditions or other circumstances, which in the opinion of the Executive Committee, acting by its representatives present at the event, make it impossible or impracticable to do so, the said Committee, acting by its representatives present at the event, shall be empowered to vary such Specific Rules to the extent necessary to achieve a result within the time available. The Executive Committee’s decision hereunder shall be final.

7. Tied Events

(i) A tie for first place in all championship strokeplay competitions, other than the Team Championship and the Junior Club Team Championship, shall be decided by a play-off over a set number of holes predetermined by the Executive Committee, acting by its representatives present at the event. If after those holes, players are still tied, then the winner shall be decided by sudden death, playing the same sequence of holes again until a winner is found. In the case of bad light or poor weather conditions causing difficulties, the Executive Committee will arrange an alternative time and date for the play-off over 18 holes.

(ii) All ties in non-championship strokeplay and handicap competitions and for minor placings in all events, shall be decided in accordance with the Rules of Golf – Committee Procedures Section 5A Paragraph 6 “Matching Scorecards (also known as Scorecard Count-Back)”. If there is still a tie then the result shall be decided by the Executive Committee acting by its representative present at the event.

8. Disputes and Penalties

Disputes at an event, shall be resolved by the Executive Committee, either by its representatives present at the event, or, where no representatives are present at the event, by adjudication by not less than two members of the Committee. The decision of the Executive Committee and any penalty for a breach of the General or Specific Rules of an event, arising from a dispute or otherwise shall be final.

9. Use of Motorised Ride-on Buggies

a) Except for the competitions stated at c) below, a competitor is not permitted to use a motorised ride-on buggy, unless prior authorisation has been granted, on account of a disability, by the Executive Committee and subject to agreement by the host Club. An application form to obtain authorisation can be obtained from the Union Secretary at secretary@erugc.co.uk

Penalty for breach of Rule 9a): Disqualification

b) A motorised ride-on buggy authorised under a) above is for the exclusive use of the competitor and no other competitor may ride in or on the buggy.

Penalty for non-authorised competitor for breach of Rule 9b): General Penalty for each hole at which a breach occurred, to a maximum of two holes and Disqualification for any further breach.

c) Motorised ride-on buggies are permitted in the following competitions without prior authorisation:

– Associate Members’ Open Meetings

– The Millennium Trophy

d) Competitors using motorised ride-on buggies must ensure they are covered by the necessary insurance.

10. Ball Lost or Out of Bounds

In all events when a ball is lost or out of bounds, a player must take stroke and distance relief, subject to the exceptions under Rule of Golf 18.2b and any local rule giving alternative relief shall not apply.

Rules and Conditions of Sundry Events and Awards

Rex Warren Medal

This competition is an 18 hole stableford competition with a Handicap Allowance of 95% of the player’s Course Handicap.

The competition is open to all Past Presidents and members of the current Executive Committee.

The event shall be held annually and the winner shall hold the Medal for one year.

The Players, Executive & Past Presidents Match

This is an annual match when members of the current Union Team are paired with current Executive Committee Members and Past Presidents and are organised into teams.

This is the closing event of the year and is played on the retiring President’s home course.

The event will be organised according to the wishes of the incumbent President.

Team and Junior Team Salvers

Points will be awarded to all players who play for the Union teams and shall be determined according to the number of appearances and the performances of the individual players during each playing season.

Points shall be awarded as follows:

1 point for each appearance in a Union match

1 point for each half in a foursomes game

2 points for each win in a foursomes game

2 points for each half in a singles game

4 points for each win in a singles game

1 point for playing in the Yorkshire Inter-District Union Team Championship

The winning player shall hold the Salver for one year. In the event of a tie, the winning players shall hold the Salver for an equal part of that year.
